Khalifa Coastal Refinery is an oil refinery located in Khalifa Point‎ in Lasbela District, Balochistan, Pakistan.

Coastal Refinery Limited project is a 50,000 bpd oil refinery project. An refinery is to be dismantled and relocated from North America to Pakistan for further installation and operation. The proposed refinery will produce energy fuels from Arabian and Iranian crudes. The Coastal Refinery Limited plant site is located at Hub, Balochistan near Gaddani coastal area.

Khalifa Coastal Refiney is the proposed oil refinery in Pakistan. It will be situated at Hub, Lasbela District, Balochistan. It will be situated near Karachi and will be about 65 km away from Saddar downtown of Karachi. Bosicor Oil Refinery and HUBCO power will be its major neighbouring industries.

Khalifa Coastal Refinery will refine 200,000 Barrels of heavy crude oil.

Pak-Arab Refinery (PARCO) will own its 24% shares and remaining 76% will be contributed by International Petroleum Investment Company of Abu-Dhabi.

For KCR (Khalifa Coastal Refinery) the Heavy crude oil will be imported from Iran, Abu-Dhabi and Saudi Arabia. It will be built on 1,800 acres (7.3 km2) of land.

The cost of Khalifa Coastal Refinery has escalated as new related projects including 250 MW natural gas-fired power plant, a grid station, a seaport jetty and a city to accommodate refinery workers have also been launched.[1]

The multi-billion dollars Khalifa Coastal Oil Refinery (KCR) project in Balochistan has stopped due to financial dispute between International Petroleum Investment Company and Pakistan State Oil on the debts of Pak-Arab Refinery (PARCO).[2]
